Sovereign Shield™ has been submitted to the California Commission on Peace Officer Standards and Training for course certification under Commission Regulation 1053 (self-paced online). A four-hour awareness block informs. It does not form. Sovereign Shield™ Tier I replaces information with infrastructure: structured practice, measured entry and exit, and a written plan that outlasts the course. Every separation costs an agency a trained officer and everything invested in building one — and under SB 623 and California's continuing professional training mandates, the hours must be filled regardless. The only question is whether they build anything.

Title of record: "Sovereign Shield™ Tier I — Officer Wellness Formation Course." Twelve modules of 90 minutes each, self-paced online with sequential unlock — each knowledge check at 80% opens the next module, with unlimited retakes and corrective feedback on every item. An optional, non-gating 1:1 integration session is offered to every participant. The twelve modules run the five pillars in sequence, two per pillar, bookended by a foundation module (the EWD-1™ capacity baseline) and an integration module (the EWD-1™ post-assessment, with the result returned to the officer).
Curriculum anchors include The Hypervigilance Loop™, Armor Permanence™, Presence Fraud™, The Loyalty Tax™, Identity Foreclosure™ and Legacy Liability™ — named here, taught in course. The agency receives the Agency Formation Report — aggregate completion and the aggregate pre/post differential — and the Chief's One-Pager. Every journal entry, self-assessment and written plan is visible to the participant and the instructor of record only. The course grades knowledge; it never grades your life. Nothing generated in this course enters a personnel file, a fitness-for-duty determination, or a disciplinary record — EQGenix Inc. is a training provider and does not perform fitness-for-duty evaluations.
